The Minnesota Department of Health (MDH) has completed its investigation of abuse concerns at the TLC HM Care of the Twin Cities, a home health care agency, in Roseville, Minnesota. A complaint was filed with the Department alleging that abuse occurred when the personal care attendant got angry and struck the patient in the head causing a concussion. The Department investigated the matter and found that the preponderance of evidence revealed that abuse occurred with the personal care attendant hit the patient resulting in swelling, bruising and a bloody nose. The employee was arrested and charged with assault on a vulnerable adult and domestic assault against the patient. Hospital records revealed that the patient was seen in the emergency room after the assault. The personal care attendant told law enforcement that the attendant struck the patient “quite a few times.” [Case no. H8030005]
