The City of St. Louis Park, Minnesota issued the following News Release this afternoon:
“St. Louis Park, Minn. (Aug. 21, 2013) – On July 14, 2013 at 8:51 p.m., the staff at Park Health and Rehab, 4415 36th 1Ž2 Street West, requested assistance from the St. Louis Park Police Department with a patient who was in possession of a knife and scissors, and behaving in an uncooperative manner. The patient, Zheng Diao, age 76, was located by responding officers and was behaving erratically. Staff advised officers that Diao did not speak English and officers attempted to use gestures to persuade Diao to put down the knife and scissors. When Diao moved the knife into contact with his throat, officers deployed the Taser to prevent Diao from inflicting serious harm or death onto himself. Officers restrained Diao until Hennepin County Paramedics were able to transport him to Hennepin County Medical Center to be treated and placed on a crisis hold. The St. Louis Park Police Department was advised by the Hennepin County Medical Examiner on August 5, 2013 that Diao had passed away on July 29, 2013. At this time the St. Louis Park Police Department is working to identify an outside agency to conduct a thorough investigation into Diao’s death.”
