The Minnesota Department of Health has determined that the Haven Manor on Springen in Fergus Falls is responsible for neglect of a resident. The Department investigated the matter and found that the nursing home failed to have a Registered Nurse available to provide staff supervision and education. Federal and state regulations require that nursing homes provide enough competent staff to meet the needs of the vulnerable residents, and to properly train and supervise the staff. Registered Nurses (RNs) are trained and qualified to do more than Licensed Practical Nurses (LPNs). The pay rate for an RN is higher than an LPN, so some nursing homes cut corners by staffing their facilities with more LPNs to perform RN-required functions (such as patient assessments and supervision). Improper staffing puts nursing home residents at risk.
