The first, conducted between May and October 2011, found that a 26-year-old male resident sexually, physically and mentally abused at least 23 residents. The man “exposed himself and assaulted male and female residents, threatening to ‘come back with a gun’ if they reported the incidents.”
This April, the IDPH investigated complaints from Hillcrest residents that they were being transferred from the facility without preference for their destination.
